The draft resolution contains opening of Parliament on Wednesday and would abolish the special court set up in December to probe hundreds of allegations of fraud presented by the defeated candidates.
Karzai has rejected an initial proposal to abolish the special court, the legislature Siawash Baktash said. Karzai's office did not return repeated on CNN for comment.
Members can not agree on what to do if Karzai rejected the proposal again.
"It 's clear that if the President does not participate in the opening ceremony, you can create a major political crisis, which seriously affects the government," said Ahmad Behzad.
